EU leaders are satisfied with the compromise reached at the summit

Leaders of the European Union (EU) have reached the agreement on the beginning of discussion of the new base contract of Community. During the long negotiations which have come to the end today at 4:30 on local time, the parties agreed about the mandate on carrying out of negotiations and convocation of intergovernmental conference.
German Chancellor Angela Merkel has declared, that “she is very satisfied” with the concluded agreement.
In turn the president of France has also confirmed the reached arrangements.
The president of Poland, who up to the last resisted to decision-making on the mandate, has not stood aside. In particular, he has declared, that the reached agreement “very much inspires” and the meeting was difficult. He has also thanked “friends” from the Great Britain and France for the help in resolution of conflicts.
Earlier Poland has agreed on the compromise offer on reform in EU’s decision-making system, which has opened an opportunity of discussion of the new base contract, which should become analogue of the uniform European constitution.
Let’s note, that before Poland has gone on the compromise, the press-secretary of the chancellor of Germany has declared, that their country considers possible to make a decision on convocation of conference on discussion of the new base contract of EU without participation of Poland which can “join in a consequence a consensus”.
The given application has been made with the purpose of prevention of a failure of the summit after Warsaw has found insufficient the unprecedented concessions offered to it in a question of decision-making in EU. Moreover, the prime minister of Poland, by the way, has not participated in the summit and he has even threatened to use the right of the veto if the European Union.
Poland refused to accept offered in the project of the new all-European agreement voting system - so-called   “double majority “. The new system assumes, that at decision-making in EU approval of 55 % from 27 members of EU is required, so, that at least 15 from them represented 65 % of the 490-million EU’s the population.
