Will Turkey become the member of the European Union?

The president of France Nicolas Sarkozy still considers that Turkey cannot become a member of the European Union (EU). The French leader has once again sounded the position during telephone conversation with the prime minister of Turkey.
According to Nicolas Sarkozy’s words he has not changed the sights and he still considers that Turkey has no chance to enter EU.
At the same time N.Sarkozy considers, that Turkey could become a member of the so-called Union of the Mediterranean states - the organization for which creation the president of France acts. N.Sarkozy has suggested creating the given organization by an example of EU. So, in opinion of the French leader, it should include the countries of the Mediterranean pool in Africa, the Europe and in the Near East.
It is worth of mentioning that N.Sarkozy’s position concerning acceptance of Turkey in the European Union is most sharply negative among other leaders of the countries EU- participants.
At present the process of negotiations on this question is practically stopped because of Turkey’s refusal to ratify the trading contract with a member of EU Chyprus which independence it does not recognize. In March 2007 EU has partially renewed negotiations in some directions, however while the parties have not reached any progress.
In December 2006 the Eurocommission recommended to suspend negotiations on 8 of 35 directions (trading character) of Turkey’s entrance into EU after negotiations on settlement of the Cyprian problem.
The European Union insists on opening by Turkey of ports of the country for access of the ships of Cyprus. Turkey refuses to open ports until EU will not weaken the mode of embargo entered concerning the northern - Turkish part of Cyprus.
